Job Overview
The City of Los Angeles Department of General Services is hiring a Procurement Supervisor in its Supply Services Division's Procurement Group (City Hall South, Los Angeles). This is an emergency appointment — a temporary role of up to one year that does not require the civil service examination process. The supervisor leads staff who coordinate contracts: conducting specification and market research, arranging bidder conferences, analysing and evaluating bids, and awarding contracts on best overall value to the City. Duties include negotiating with suppliers, consulting the City Attorney's Office on contract form and provisions, and administering commodity-based supply agreements including change orders and renewals. The role monitors supplier performance, resolves problems from suppliers or end users, and personally handles the more complex professional commodities work. It also covers contract-consolidation analysis for best market value, oral and written reports to management on purchasing activity, and participation in Contracting Team activities from needs analysis through RFP/RFB development to award and administration. The supervisor may liaise with other governmental purchasing organisations, supervise quality and process task forces and clerical staff, and applies affirmative-action criteria in staff selection and development. Candidates need two years of full-time paid experience at least at Procurement Analyst level in commodity purchasing, specification preparation, bid analysis and vendor negotiation; CPM, CPCM or CPPO certification may substitute for one year. The bi-weekly salary range is $3,876.80 to $5,668.00; the position is based at the Civic Center. Applications must be emailed as a single PDF to lindsey.moore@lacity.org with the subject line "Emergency Appointment – Procurement Supervisor" by October 23, 2026.
